Council of Europe, distinct organisation with a wider membership than the EU, focussing on the protection and promotion of human rights and democracy
European Convention on Human Rights (ECHR) is the most important instrument developed by the Council of Europe. It enables one State to sue another for breaches on human rights. Under certain circumstances it empowers citizens to sue their government for such breaches. Complaints go to the European Court of Human Rights (ECtHR) for final decision.
European Union Charter of Fundamental Rights sets out in a single text, the whole range of civil, political, economic and social rights of EU citizens and all persons resident in the EU. The EU Charter governs the EU Institutions, which must conform to the rights and observe the principles laid down by the Charter. It also applies to all EU Member States, but only when they are implementing EU law.
