Council of Europe, distinct organisation with a wider membership than the EU, focussing on the protection and promotion of human rights and democracy


European Convention on Human Rights (ECHR)
is the most important instrument developed by the Council of Europe. It enables one State to sue another for breaches on human rights. Under certain circumstances it empowers citizens to sue their government for such breaches. Complaints go to the European Court of Human Rights (ECtHR) for final decision.


European Union Charter of Fundamental Rights
sets out in a single text,the whole range of civil, political,economic and social rights of EU citizens and all persons resident in the EU. The EU Charter governs the EU Institutions,which must conform to the rights and observe the principles laid down by the Charter. It also applies to all EU Member States, but only when they are implementing EU law.

United Nations Convention on the Rights of the Child (UNCRC)
was formally adopted by the UN in 1989 and has been ratified by 191 States worldwide, only the US and Somalia have failed so far to do so. The UNCRC provides a set of minimum standards relating to children’s civil, political, economic, social and cultural rights. By ratifying, a government is under a duty to comply with the UNCRC provisions, and must report regularly to the UN Committee on the Rights of the Child on its progress towards implementation. All European Member States have signed the convention.
